Should I put frost cloth up and take it down every time it freezes?

I have plants that don't like the freezing weather. I live in the Woodlands, Texas about 30 miles north of Houston. Every time it suppose to freeze I put frost cloth over my plants. Should I water before or after a freeze? Should I leave this frost cloth on the plants for a few days after it freezes and water thru it? Or should I take the frost cloth down. Sometimes I have frost damage on plants like Cape Honeysuckle plants and Mexican Heather even when I wrap or cover the plants in frost cloth. Would watering these plants before it freezes help or hurt the health of the plants?

During daylight when there is no frosty remove the felt. DO NOT water. it freezes
